Default Setup of HP Designjet 5500 for Windows XP

The HP Designjet 5500PS (42 inch) printer is connected to a network point and
an IP address has been assigned on the front panel of the printer. The
software driver has not been installed yet, but when the IP-adress is typed
in Internet Explorer, the Printer GUI can be seen. The printer do not have a
USB and parallel port, only a network port.

We have a LAN in which the different computers (workgroups?) can see each
other (excuse the non-technical jargon) and the operating systems on most
pc's are XP and 98 on others.

The dilemma however is that only 4 people are allowed to use the printer.
These people are not allowed to share the printer. How can the printer be
installed so that these 4 people can use the printer and no-one else can see
the printer on the network nor print to it and the 4 people cannot share the
printer over the network with other users? Its a simple question but so far
HP could not help. They say it is a strictly System Administrator (XP)
problem. In Windows XP the file sharing and printing options are combined,
i.e. if the sharing is disabled via administrator rights, the user cannot
share files and printers. This is not what is required. The 4 people should
still be able to share files but just not the printer. Printer sharing
should be disabled for the Designjet printer but not for the other printers
and files.

The security restriction of the printer is required as the organisation has
a very tight budget and unnecessary garbage printing can be disastrous,
especially with more than 60 employees.
