missing spoolsv.exe and RPC Server is unavailable

Tried to use printer and found it missing.
Tried to reinstall printer but get an error message "RPC Server unavailable".
Checked print spooler service - not started
Tried starting service - error message spoolsv.exe missing.
Prior to noticing printer was missing has uninstalled Norton System Works.
Any suggestions to restore missing spoolsv.exe file?
Using Windows XP Home 5.1.2600 SP2 2600
