Default Problems with setting up fax through office

Dear All

I have followed the microsoft instructions to the letter, and now have fax
console etc. However it doesnt work and keep getting no dial tone or busy
(unfortunately I have actually rung the number and its not busy and there is
a dial tone). I am in portsmouth, and wanted to send a fax to a local
company. How does this go in a canonical form - does it have to be +44
(2392) 123-456 or somethng else.
I use broadband and have used the wizard to set up. This is following set up -
Name Generic 56K HCF Data Fax Modem
Description Generic 56K HCF Data Fax Modem
Device ID PCI\VEN_14F1&DEV_1034&SUBSYS_1016144F&REV_08\3&61A AA01&0&70
Device Type Internal Modem
Attached To COM3

Regards Peter
