Default URLHIST.TLEFile

I am being told that this file is a piece of damaging spyware. Can you tell
me if it is safe to delete, or whether it is actually a part of the Windows
XP system?

Niether URLHIST.TLB or URLHIST.TLE are part of Windows XP.

I have no .tle files of any kind on my machine.

..tlb files appear to be a Visual Basic type library (typelib) file for
ActiveX components.
