CLR Secruity Configuration\V1.0.3705 is corrupt & Unreadable

Default CLR Secruity Configuration\V1.0.3705 is corrupt & Unreadable

I get the message about CLR Security as soon as I log on.

The text tells one to run chkdsk /f.

Check disk will not run as it says "Can not Lock Current Drive" volume is in
use by anothre process.

I have tried several boot options in msconfig but still can not get rid of
the message or even browse to the directory as it show access denied.

C;\D&S\Local Service\Application Date\Microsoft\CLR Security Config\V1.0.3705
