access denied to folders

i have done a re-install on pc and the settings & docs were transferred but
now access is denied to folders. followed how to take control but when you
select properties on the folder ie right click there is only
general,sharing,customize.NO SECURITY to select.!!!!!

Note this two points from KB308421 (link below):
