I have had this problem and found out that my wife had deleted all the
accounts but one and it was not the administrator, and it does not pull down
the information bar that is needed for the activeX to be downloaded from
windows updates. So I am waiting for someone out there to help me find a way
to get back to the adm from a user only file if that is possible.
