You can not use a GUI like Local Security Policy in XP Pro but you should be
able to use the net accounts command to do much of what you want to say
specify minimum password length and age. Use the command net help accounts
to get details on what you can do with the net accounts command. I also
understand that you can configure account lockout parameters with the net
accounts command [as shown below] though it is undocumented. I discourage
the use of account lockouts unless required by some external policy. ---
