Default Windows Live Safety Center

Hello,
I tried to install "Windows Live Safety Center Component" ActiveX
for Installing Scanner on Windows XP SP2, but it could not be installed and
retry installation page was displayed. I even tried to keep it as a trusted
site and kept settings to low, but nothing happened. I also tried turning off
Norton Anti virus and disabled popup blocker.Please help

A Web page that contains a custom ActiveX control may not load
as expected in Internet Explorer...
