Is there a XP tool that allows you to count upload and download traffic used
by each XP user defined on the family's PC?

Not that I know of. There are third party programs like Net Nanny and Cyber
Sitter that can monitor and restrict web site usage to some degree. These
programs are only effective if the users that you want to monitor are not
local administrators or can not become local administrators which can be
pretty easy if a user has full physical access to your computer, the skill,
and desire to do such. --- Steve
