Dear,

my laptop is a member of domain, the domain configed group policies so I
cann't add/remove applications and so on.
Now the question is,
1.After login the domain using my ID, I click the "Run" in the Start menu,
it shows that " the windows can't create a shortcut here,do you want the
shortcut to be placed to the desktop instead?" . my ID is admin of local
computer and before this problem, the "Run" is working fine!
2. Double-click any image files in my computer, nothing will happen! but I
can open it using "Open with" - "window picture and fax viewer"!

the above 2 points happened at the same time, so , anybody can tell me why?
and how to fix it??

I don't know exactly what happened but I would certainly scan for malware
and spyware. If nothing is found try doing a System Restore from a point in
time before that all happened to see if that helps. --- Steve

Thanks Steven. But I shut down the system restore function long time ago and
no point exists in my computer.and I'm sure that there are no malware and
spayware .
I think it is a GPO problem, because I met this issue before , but it will
be fine a few days later.
Any other ideas?

It does not sound like it is Group Policy related. Group Policy is mostly
about locking down a computer or standardizing user configuration and what
you describe is quirky results of routine tasks and if it was Group Policy
most everyone could be affected. You can run rsop.msc on your computer to
see your effective Group Policy at any point in time and the application log
in Event Viewer will show if there are Group Policy processing problems that
usually result when a domain controller can not be located or contacted. You
might try booting into Safe Mode next time the problem happens to see if it
goes away or not. If it does then you have a startup process that is causing
the problem. Beyond that I don't know what the problem is and I usually do
an upgrade/repair install to try and fix the problem if it can not be
resolved due to a startup process conflict. --- Steve

Hey Steven, Happy New year!
So, this issue only happens when I log in the domain , I create a new local
admin account, and logged in to Local computer, everything is fine(Start
menu, Run shortcut and so on.).
In fact, I can not test in safe mode(need to log in local but not domain).
And, I losted the orginal XP Pro setup disk so I can not repair/fix the
system. so bad.

If you run rsop.msc you can see what your Group Policy settings are for when
you are on the domain and when you are logged on locally to see the
difference in "user" configuration which may include logon scripts. It would
seem that something being applied form the domain is causing your computer
to act the way it does since it does not happen when you logon locally. --

Damn..It shows errors: Windows Management Instrumentation doesn't start !
Ok, I run the Services.msc, and try to start this service but failed. It
told me that: The dependency service cann't be started.
So , what are the dependency services for WMI? thanks a lot.

u r right, I disabled the envent log service before, now I can start the WMI
service ,but I cann't run the rsop.msc because it had been restricked by the
DAMN policy!I should be mad.
So , any other good ideas to run it? thanks .

Hmm. You should be able to run rsop.msc when logged on as a local
administrator account. Offhand I don't know if you will be able to select
the domain user account to run a rsop.msc on also when you do such. If your
user domain user account is also a local administrator you could try opening
the mmc snapin to try and then select and run the rsop selection. Try
accessing the command prompt and use the command AT time+two minutes
/interactive mmc.exe . For instance if the time was 4:45 PM use AT 16:47
/interactive mmc.exe and see if the mmc snapin opens up in two
