Default Users need printer and driver install rights

The users are in a domain environment during the day, but need to be able to
add their own home printer to XP so that they can print when home.

They get errors saying that they don't have the proper permissions to do
this.We can't make them local admins of the laptops to solve this and I am
looking for another way.

For expediency's sake, here is the answer I gave you in the other
newsgroup:

Note - you don't need to change to a workgroup just to access resources
on it. You shouldn't play with your laptop's network settings at all.
Once you've logged in using your domain account (using cached
credentials), and have an IP address on the home network, you can map
drives, use printers, whatnot, very easily - one way, in a command
line:

net use x: \\computername\sharename /user:computername\username <enter>
