You need a password and then open the control panel, user accounts,
select "Change the way users log on or off"...

First, go to Control Panel and double click on User Accounts.
Click on "Change the way users log on and off".
Remove the check mark from the box next to "Use the Welcome
Screen".
Hit the "Apply Options" button.
Next, go to Start -> Run and copy and paste the following into
the Open box.

control userpasswords2

On the Users page, put a check mark in the box next to "Users
must enter a user name and password to use this computer".
On the Advanced page, put a check mark in the box next to
"Require users to press Ctrl + Alt + Del".
Logoff or reboot and see if you get the desired results.

Good luck

Thanks for pointing out the second part Nepatsfan, I had forgot to have
