Default Windows XP Firewall

Using XP Home Edition SP2, Windows Firewall is set to "OFF" and cannot be
changed. The banner at the top says "For your security, some settings are
controlled by Group Policy." In the Security Center, the option to change
the way Security Center alerts me is also grayed out. I really want to know
what has happened.
