The simplest way to do this is to comment out the Start Menu line under [User
Settings] and the Shared Start Menu line under [System Settings] in the miguser.inf file. This will prevent USMT from migrating any and all Start menu groups. The program groups will be recreated when the corresponding applications are installed on the new computer.
