Default Unsuccessful boot and partition status Initializing

I have two questions:
1. What is the meaning of partition status values Initializing and what
should you do if these status values are shown?
2. If the last boot was unsuccessful, the next time you boot a computer,
Windows XP provides you with the choice of alternative boot scenarios: Safe
Mode, Safe Mode with Networking, Safe Mode with Command Prompt and Last Known
Good Configuration. What file does Windows XP check, to determine whether the
last boot was unsuccessful?
