Default Video output change to PAL-SECAM TV

I have Toshiba Satelit M45-S331 and connected to TV set trough S-video, but
the picture is black-and-white.
Can somebody help to change the video out signal to PAL-Secam from NTSC ?
Thanks.

Video adapter: Mobile Intel(R) 915GM, 910GML

It may be that the output is not s-video, can you connect using composite,
the yellow rca lead?

To the computer I can connect just S-video plug, no RCA connection.

What is the source file, ntsc or pal? To capture the same you need to set
the project file properties as ntsc or pal.before capture. If it is ntsc and
you want pal, you'd need to use a standards convertor to convert from ntsc
to pal after capture.
If none of this is relevant, then I'd suspect it's the s-video signal and
you need to find a convertor from s-video to composite.
