If you are talking about AVIs, you can use VIRTUALDUB (free program) to
do what you wish.

After you open your AVI, you can set IN and OUT points (i.e. start and
end). Then, click on VIDEO and select Direct Stream Copy. Finally,
click FILE and select Save as AVI.
