Default Videoclip timelines

I am wondering why some online video clips allow you to click on the
timeline curser ( in media player ) and let you fast forward or go to a
later point in the movie, and others will not let you do that and you must
watch it ALL. Like in the AVID tutorials.
http://www.adita.com/edition5.htm notice you can NOT fast foreward through
the movie. I also notice this in all formats, such as :wmv, mpg, mpeg etc.
Is this a function of a codec, or was it placed that way in creation.??

Anybody know??

A proper streaming server, which costs lots to set up and run allows you to
choose where you want to be in the movie, a normal server just downloads the
movie and you watch it from start to finish.
