Default Remote Control WS2003

Hi there

I'm trying to set up a user to have access to the Terminal Services
Manager feature: "REMOTE CONTROL".

I'm basically needing a member of the accounts department to REMOTE
CONTROL other terminal users to supply them with a password in a
software program. I don't have the authority to do this and only the
accountants know the password. The previous IT guy set it up so that the
accounts department had ADMINISTRATOR rights to the Windows 2003 Server
[which defaults them to Terminal Services Manager] but that seems like
overkill to me. Is there any way to set up the user to still be
restricted on the server, but have access to the REMOTE CONTROL command?
When I say REMOTE CONTROL, I mean when you right click on a connection,
it pops up with "connect, disconnect, send message,...,remote control,..."

If I'm not making much sense, then I can elaborate.
